I have been lucky enough to gather large amounts of that plain white movers paper from my recycle center. Looks like newspaper but no print. I love using that as my base layer. It is usually rolled up and comes in really large sheets. We don't get the paper (all my news comes from the internet LOL) so this worked really well for me and was so easy to lay. My recycle center also gives away shredded yard waste by the truck load, and they load it for you. I have been going once a week and hauling away truck loads of shredded leaves and wood mixed. Makes a great 1st layer. That along with manure from my farmer friend and grass clippings, I have abosolutely fallen in love with this method of "free" soil! My soil is nothing but sand, and this method has saved my garden and cut waaaaay down on the amount I have to water!!
