I've used shredded paper from local businesses for years as a free resource to add to compost materials (as a carbon) and mulch. I'm sure if you packed/wet it down initially, you could use it as a base if you run out of newspapers or cardboard. The earthworm buddies seem to love it, too!
We don't get color pictures here in our twice-a-week newspaper, and I don't use the slicks nor the newsprint grocery ads. We are so backwards here I doubt many businesses shred paper anyway. I DO need to find out if they use soy inks here yet...
