I don't know if the garlic will repel slugs, but if you mix up a garlic-based soap spray, it should work the same way to kill them. See my current article on spraying safely (http://davesgarden.com/guides/articles/view/1244/)--the soap spray recipe is at the bottom.
On a positive note, the garlic spray is a good deterrent to rabbits and sometimes deer.
