Some are a little old, but I think you can tell. They are a little cluster.

A species of Echium, perhaps Echium vulgare.

I don't think it's echium vulgare. I have them in my garden, the color is not the same. The color is the same as echium plantagineum (annual) . Are you sure it's a perennial?
E. plantagineum is selfseeding very good, so it comes back every year in the same area.
Can you post a picture of the leaves?

The flower form agrees with echium.

That looks like Echium plantagineum 'Blue Bedder', which has self-seeded in my garden north of Chicago, z5.
