I have a problem spot that's RIGHT smack dab in the middle of my front yard. (It was like this when we moved in.) As you can see from the photo, I haven't tackled the weeds lately. (Too hot. Too many mosquitoes!) This covers an old and now unused septic tank. I was waiting to see whether we'd need to have it filled in before I decided what to do with the spot. Seems the tank stays, so I just have to find a creative way to cover this up.

As you can see, I've got some rocks to work with. I also have the septic tank caps that I can cover with dirt if I like (and I do like--they're ugly!) I was thinking of arranging the rocks to form little niches that I could fill with soil, and then fill with plants. The plants would need to be shallow rooted, take full sun, and be drought resistant enough to manage the shallow soil with a weekly watering. (Is that a tall order or what?) Lots of ivy grows there now, which I'll likely try to remove.

Any suggestions? I'm thinking creeping sedums might be a good choice, but I'd like to add some height and variety, too. I'm open to all sorts of ideas as long as they don't require a big budget.
