Peppers: Cut the tops off of my pepper plants?

I have about ten pepper plants that I tried to set outside to harden off, they had blooms on the tops of the plants and after day six and the first night out, temps were about 60 all the buds and blooms fell off.
The plants that were put out side was only about half of the plants that I have, the plants that stayed inside now have buds to the tops of the plants and I have three sweet pickle plants that do have a few peppers on them although they seem to be growing very slow.
The plants from outside have a lot of leaves and the plants look healthy but the main part of the plants have no buds at all but at the bottom of the plants there is new growth about six inches tall that have buds all over them but no flowers as yet (question...do I cut the top off of the plants to force the enegery down to the lower parts in hopes of growing peppers?).
Sunlight is very rare here due to all of the rain lately and the plants that have normal buds are not flowering yet except for the sweet pickle, with the house temp of about 70 with only cloudly skyies do I need more heat more light?
I am at wits end.
