Would a semi-transparent wood stain adhere to latex paint on plaster? I'm trying to get a washed look. Just wondering cuz I have some left over stain that is a perfect colour for what I want to do. Thanks.

Prime a piece of wall board or manilla file folder (really!) paint, then try it out. Nothing to lose if it doesn't work. Remember, you can't paint oil base on top of latex - it'll peel, so watch out for that, because you didn't mention if both were latex or acrylic based.
