I'm not a fan of wallpaper but I do use a border occasionally. Trouble was I would put it up and the glue/water from putting it up would drip down onto the paint and leave streaks. I'd try to wipe it and it'd take some of the paint (at least the rung out rag would have the shade of paint wrung from it)---this is Dutch Boy paint, chosen because it was the paint chip colors I'd wanted---and I had a light bulb moment. Parden me but I am so proud of myself for thinking of it, ROFL!
I'll paint just about an inch under where the border sits (in this case going around the center of the room) and THEN once the borders up I'll roller the rest of the color on underneath it.
OK .. I am in the midst of removing my old border (which I loved) and I do see the streaks !!! After 5 yearsya'd think I would have noticed a bit better .. I do think I did .. but .. as is my way .. I forgot about it !!!
Have a painter coming in to do the interior of the house .. and I will again use border .. I LOVE IT !!! My dilemma (Besides chosing the colours .. THAT for me is a nightmare) .. is .. what shall I do to prevent the runs this time?

Since the painter in doing the painting .. I don't think he'd go for Tir_na_nog's remedy .. and I do hear ya on the paint coming off on the rag despite a week of curing ..
