Does anyone know what this is on the electric meter. I circled it, it has S and F. I am thinking it means slow and fast. And if it is is there a way to check if it is on slow? Paul

That's the calibration control. On a mechanical meter, the meter is set in a test rig with a known load for a set period of time. The control is adjusted so that the meter indicates the correct consuption for the load. The meter is then sealed and approved for instalation.

I agree with jk. The meters are calibrated in a certified shop using a precision resistive load. Most power companies do their own calibration.
