From the free online dictionary:

Loam

1. Soil composed of a mixture of sand, clay, silt, and organic matter.

Optimal is some balance of the constituent ingredients. In part the best balance has to do with the plants you can or want to grow well. If you live in the desert a sandier soil may work better for plants adapted to live in arid climates. Tomatos prefer a soil with more organic material.

"Quality" could also be considered in terms of the sand, clay, and silt having a balance of the nutrients needed by plants. I have silty loam but it is low in potassium, magnesium, manganese, and iron. I've added mineral compounds to my soil to improve the long term quantity of these element. Greensand, for example, is a sand that has high levels of potassium and iron.
