I bought a cupido rose from Wal-Mart last summer and it did pretty well outside, but had to bring it in when it got cold. Our area is too cold for it in the winter. The plant is about a foot tall. I give it one teaspoon epsom salt once a month. The leaves have looked good most of the time, but I haven't gotten many blooms this winter. I use an insect spray sometimes as needed. Any ideas would be appreciated.
Already this rose has done alot better than the one I had last year. It kept getting yellow leaves that would fall off and I finally let it die.

Stop using the Epsom salts.
Don't use any fertilizer until mid April.
You can start by using a water soluble at half strength.
You can prune it back and move it outdoors in late May.
