Have been reading in some other posts and the Electrical Safety Act 2002 that Electrical Engineers are able to carry out household electrical works? IS this true or have I misread the info? Also if this is the case, ie that electrical work can be carried out by an engineer, how does one get a cert of compliance.

The short answer is NO.

The system is setup as a very closed shop and doesn't seem to allow for any exemptions for professionally qualified engineers - effectively, the only way to obtain a licence is via an apprenticeship.

In my view, the system is well overdue for an overhaul.

I don't think there's any problem if it's your own house. I do wiring in remodeling all the time and I don't have any license. An electrician gets the permit and everything is inspected. The electricians will do work like the service entrance or replacing a panel, but I've done that stuff when it's the homeowner who has gotten the permit. If it's "old work", repairing or replacing existing wiring, it seems to be a different set of rules.

A lot depends on the locality and the inspectors. Around here it's kind of a racket for the townships; you have to have a license for each town.
