I want to run some outlets in my basement and I have open spots in the main panel for additioal breakers. My questionis how to go about adding the new breaker. Any help will be appreciated.

Run your service lines to the desired places and install the outliets or lights, and back to the breaker box with sufficient extra wire to make the connections inside the box.

Turn off the main - probably a separate box or a switch labled MAIN.

Remove the front panel, that will expose the breakers.
You will need to run the new wires the same way the existing wires are arranged.
Attach the neutral to the neutral bar, the ground with the rest of the grounds to it's bar, then the new hot to the breaker itself.
Hook the breaker in an open spot and seat it to the hot bar, then replace the cover.

Now, and only now, turn on the Main.

And whatever you do do not touch that big wire coming into the electrical box because it is still hot and can kill.
