My Bob Hope has been in the garden for two years and always does the same thing. He grows strong then pops out "funky" buds. It is my only rose that does this, I have 24. My husband keeps saying it will get better... but it's disappointing. I feed with Bayer Advanced rose care, Miracle Grow. I spray with Neem oil. Oh, by the way I rarely get many bugs, some aphids, and I see none on this particular rose. Have any thoughts? Thanks from T.J. in Phoenix Arizona

The first thing would is to get the soil tested.
It could be some sort of deficiency.
