I've been using aluminum markers - a local nursery carries them 50 for $5. I found the same labels online here: http://www.mclendons.com/item.asp?sku=10153000&cat=Garden&su... but they're a little more expensive.

They're the same idea as writing on the soft aluminum of a soda can - use a dead ballpoint pen and the writing is pressed permanently into the soft aluminum surface - without the sharp edges. There's a little strip of cardboard in the center of these labels, so you can write on both sides without it pressing through. (Don't use a live ballpoint pen - this will probably kill it).

The little attachment wires included with the labels are pretty short, but you can attach the labels with (or to) whatever you want. I've found it works well to staple them to garden stakes for a permanent identifier, or simply tie them to trees and shrubs.
