Ok, we "had" about 3 parakeets and one cockatiel a few years ago and they lived in a pseudo indoor-outdoor cage which was mostly outdoor. We fed them millet and all sorts of other feed and birds being birds, they weren't very neat. So most of the seeds would end up on the dirt in one corner of our garden where we usually put their cage when outside. And, are you ready for this? YES, the seeds grew AND, ready? The millet seeds too! We were curious as you are so we just left the seed mess unchecked to see if something would grow and grow it did. Oh and yes, our birds loved the "crop":) But don't let it go unchecked for too long because it could turn your garden into a mess.
Well, that was our experience with the stuff. I don't know if they've started sterilizing birdfeed since then. Wishing you success :)
