Plumbing: What is this white build-up in my toilet tank?

My toilet has stopped working and I suspect it has something to do with this white build-up in the toilet tank. I already had to replace the flapper and that's when I noticed this white stuff. I'm a new homeowner and I thought maybe the previous owners had left a cleaning tablet that was partially dissolved. Now it's 6 months later and the toilet has stopped filling propery and the white build-up has gotten worse, so clearly it's not a cleaning tablet. So what is it? Possibly related, by shower is having difficulties mixing the hot and cold water. So if this is calcium, it could be causing that issue too. I've been trying to figure out if this is mildew, mold, calcium, limescale, bacteria or who know's what and haven't found a clear culprit. To further describe it, it's soft to the touch, kinda spongeey.

Maybe you can call your local dept of health to check it out. They offer many services or whatever agency manages the city water. I think it is mineral - not sure what kind - but I would describe it as a hard, gritty, buildup -- not spongy. Also ask a neighbor if the issue plagues them too.

Normally I would say calcium or limescale but the word "spongy" bothers me. I would have that tested at a local facility right away. Are you on city water? Thats who I would have test it. Go to the local health department and tell them your frightened your childrens health is at risk. Works every time. If they balk, tell them you will ask your congressman for advice.
