This is specific for my area but the stores may be national chains so consider that and contact your local stores to see if they sponser any free kid activites.
For FREE crafts: consider checking with your local library for a craft day or kids story time. We live in a great library district and enjoy this service once a week! Also, don't forget---both Home Depot and Lowe's also offer a craft day usually revolving around a holiday craft but not always and I believe they are always on weekends :). I'd never checked into them but now that DD is older we can go to!
I called my local Lowe's and they do a craft EVERY OTHER WEEKEND, Saturday mornings 10 am. They just did one so the next is March 7th. Check your local store for details.

Home Depot kids craft day----for my local store it is the FIRST SATURDAY of every month only between 10 and noon, kids can do it any time in showing up between those hours. Check your local store for details :)

Edited to say: I admit I had hoped to attend this but our Saturdays, like ya'lls, are the busiest errand days so we've not been able to go yet, can't comment on the quality or attendance of them yet.
