Palm fronds turning BLACK?!?!

I have this Majesty Palm tree planted in my yard. It's never looked real healthy, but recently, I noticed this black, tar looking stuff growing on one of the main fronds. Seems to be isolated to the east facing side of the stem. Tree gets 6-8 hours of direct sun everyday.

Anyone seen this before? If so, please advise what it is and how to treat it if known.

Never water the crown of one of those palms, that's a fungus, scrub it with soap and water, use a toothbrush, then spray it with some Daconil, or some other fungicide, Ed

Could be dead tissue from sun burn. Is that the side that gets the sun?

That's the east facing side that is affected the worst. Early morning sun for only maybe 3-4 hours or so. I was thinking fungus or possibly bubonic plague also, Ed. haha.

Crown as in the fronds at the base? Sorry, really a rookie here. Just wanna be sure.
