Some of my many bougainvilleas have not produced any buds or leaves on some branches, when I cut into a branch there is a distinct yellow fluid just under the bark. This is quite obvious from the following photo. Can anyone identify the problem and how to deal with it? I live in Spain in an area equivalent to zone 10a where bougainvilleas grow profusely.

You might have stem boring beetles attacking the plant. Look for small holes along the stem, sometimes with what looks like saw-dust coming out of the hole.
If so, remove the infected branches and burn them.
