Per a Google search, this seems to be a common problem, though mine is slightly different.

Bought a used washer from a friend. He's a good friend, so a refund is entirely possible. :)
1. Washed one load on cold/cold with no problems
2. Upon second load:
a. Pull out knob and cold doesn't fill. It clicks once and then just hums.
b. Turn water temp to Hot/Cold. It clicks once, pours for one second, water stops, and then just hums
c. Nothing changes upon changing the load sizes

Here are the things I'm going to troubleshoot?
1. Turn the dial to the spin cycle to see if it will spin.
2. Unscrew tubes from back of washer to verify water sources are good for H and C.
3. Take clothes out and see if it works empty.

What other things should i troubleshoot?

You would check (assuming the water shut off valves on the wall are open) is the water inlet valve..

Supply lines may be blocked, or the electric solenoids may not be working correctly - the hum is from the solenoid.
