Combine ground beef,1 1/3 c. potato flakes, 1 c. milk, egg, catsup, onion, 1 tsp. salt, and pepper. Spread into 9 inch glass pie pan. Heat 7 minutes; drain.|
Arrange 2 slices cheese on top. Let stand, loosely covered, 7 minutes.
Meanwhile in a medium glass bowl; heat water, butter, remaining milk, salt and pepper 5 minutes. Add remaining potatoe flakes and cheese, (diced) and stir untilpotatoes are fluffy. Spread over "cheeseburger".
Heat 3 minutes until heated through.
