This is a mantis egg-cluster (ootheca) with California Mantises hatching from it. They descend on silken strings.
I am assuming this is a California Mantid... it's in California.

Not sure how well these see color, but it sure stands out on this Caesalpinia plant... was missing a few days later.. .maybe a bird noticed the color contrast...
