Kagayaki means Brilliancy, radiance, brightness.

Hama no kagayaki:

Hama is the sea beach, it is the sands, not rocks.
Kagayaki is radiant with happiness or Brilliant

Thus, roughly translated it is Brilliance of the Beach.
