this is a small, wispy, droopy-leaved Zimbavwean grass aloe, not to be confused with the Kenyan tree aloe of almost the same spelling (Aloe ballyi). Have seen several of these for sale at various southern California events that are far more robust and are probably hybrids or misidentified plants
