Rose Fantasia is a vigorous decidedly upright fuchsia listed by the Norhwest Fuchsia Society as a winter hardy. I believe that in zone 9b, it will probably get taller than in areas where it will have to deal with freezing. The official tag descriptions are:
Sepals - Deep Pink
Corolla - Pink with a hint of mauve

Sepals - Pale Rose
Corolla - Bright Pink
