It has slowly expanded for me here in Sunset zone 14.
Whatever you do, don't cut it back at all like other perennials;just let it get funky in the winter and watch it become lovely once warm weather ensues. Beautiful texture and silver gray color. I have mine at the base of a 'Harlequin' Butterfly Bush. I had two planted-the one I cut back perished, but the one I left alone is doing great. Highly recommended as an alternative to Lambs Ears 'Silver Carpet' (although I like this plant too).
