Definition as written by Floridian:

Preparing the soil by systematically digging an area to the depth of two shovels.

Definition as written by shakemh:

A laborious upside-down way of soil conditioning done with a garden spade by causing subsoil and top soil to exchange places, while, at the same time, incorporating organic matter.

The typical process is to shovel the top soil from a two feet wide strip and place it to one side, then to shovel the subsoil to the other side for a depth of one-two feet.

Once this is done the top soil is shoveled back into the bottom followed by the subsoil intermixed with organic matter until the strip is topped off.
