There are numerous pre-chill methods, the easiest is, sow outside in the Autumn for the winter to provide the cold.
Another method is to place the seed in a bag or pot of moist compost or sand and pop the whole lot on the fridge for a time. You can cover the pots to prevent pest attack and rainfall damage and leave in a sheltered spot outside for a few weeks.
The temperature and length of time the seeds need for pre-chilling will depend on the species being grown.
