Definition as written by palmbob:

This is the term used to describe the conical, lancelote part of the palm that is made up emerging but yet unopened leaves. Some palms have multiple spears emerging all the time (eg. Majesty palms- Ravenea rivularis) while others only have one at a time (eg. King palms- Archontophoenix cunninghammiana). The base of the spear is the growing center of the palm, known as the bud. When palms suffer bud damage/rot, often the spear can be pulled loose from the palm- this is never a good thing, and usually means the palm is on its way out... but not always.
