Cluster-flowered term is attributed to any class of rose that blooms with multiple flowers per stem.

The Hybrid Tea is an example of a rose that blooms mostly solitary, having one large bloom on a long strong stem.

Musk, Noisette, Polyantha and Floribunda roses are good examples of cluster flowered roses.
