when the genes of a plant have been modified by an outside source.

The definition above is broad; ALL plants in existence have had their genes modified by an outside source, whether by virus infection (e.g. variegated plants), by background radiation and other natural exposures, by human-induced chemical & radiation methods in the 19th and 20th centuries, by recombinant DNA methods in the late 20th and 21st centuries, and so forth. A definition that better reflects the common use of this term might be "Having had its genes modified by direct human intervention".
