The trick with aphids is you have to keep after them, I would spray the insecticidal soap as you have been, but on the days in between get out there with the hose and hose off any that are there. They reproduce at the speed of light, so if you soap them one day and miss even one, by the time you come back again a couple days later with more soap they've had time to re-establish themselves.
