That was a good practice, but labor intensive. Nowadays they put a "curing compound" barrier film (usually sprayed on after the final finishing) on that prevents escape of the moisture from the concrete. Knowing it was expected to rain, I didn't want to do that with the bridge deck. Concrete technology "lesson of th day."
