Help, what kind of tree/bush is this?

I saw this beautiful plant in Orlando, Fl at a Disney Resort. The flowers on the end of the branches were light pink and also some were dark rose color. All info helpful. Thank you in advance.

what if you called the resort and asked them to take better photos of the plant to ID it? Its such a wide range shot that I think an ID will be difficult. As a previous costumer I bet the resort will be glad to help =D

It looks like crape myrtle to me. That growth habit is typical when large cultivars are pruned excessively (aka "crape murder"). This practice encourages tall, thin branches which can't support the large flower panicles, causing them to bend. What you are seeing in your pic is not buds but seeds as the bush has mostly finished its flowering for this year.
