SOLVED: Two wildly different plants I need help with

Hi. Looking for help with two plants. First is one I found with pyxie cup and British Soldiers lichen. It's the starry moss like plant. Anyone know what it is?
The second was found along the banks of the Susquehanna (I'm in Pennsylvania). At first I thought it was maybe but or one seeded cucumber just starting out but then looked at it closer and knew that wasn't right. Appreciate any help in advance. Thanks.

Could be Najas minor but not sure.

Thanks. Cocklebur is right. Thanks so much for that. But I don't think the second is correct because this wasn't found in water but on a dry hillside.
