This spikey plant is an evergreen here in Atlanta. I've been wondering for years what this is.
Some kind of Yucca variety?

SOLVED: Plant ID
It is a bit difficult to see the photo, but I believe it is Cordyline australis, possibly Green Fountain. Mine get 7ft tall here in Califonria after about 3years, but I cut the trunk back to 6" of the ground in spring when they get too tall and they fill out and stay small again for a couple of years. The centers die out with cold, it looks like yours may have that condition, but you can cut it back in spring.
