Does it never flower or just not in flower when you saw it? Could this be it but very stressed?

No it is not stressed. I have some in shade and some in sun. The one in sun is red tinged, and the one in shade pure green. Both spread and appear healthy, not sunburned.
I have been observing it for about a year and it has not flowering in that time. I will keep observing....Thanks for the input. I know it is extremely difficult to id without a flower.
