This looks suspiciously like an evergreen bagworm, Thyridopteryx ephemeraeformis - see https://www.insectidentification.org/insect-description.php?identification=Evergreen-Bagworm-Moth
In which case, destroy.

Thank you, Flap doodle! Interesting because I have no conifers or arborvitae in my yard. This one was attached to my deck.
But! GONE now.
