At first glance, the leaves reminded me (sort of) of Rosemary. But it's not Rosemary. This is growing in Sunnyvale, CA.

A Westringia, probably a form of the most common W. fruiticosa.
Thanks Vestia. At first glance, we thought it was Rosemary, but it doesn't smell anything like the fragrance Rosemary used for cooking. But I think you are right in naming this Westringia fruiticosa (common name Coastal Rosemary 'Zena'.
