This plant is appearing in multiple places throughout my gardens. It resembles a shasta daisy but not the same as mine. It appears to be too pretty to be a weed at this stage, no flower this year. Wondering if it's a biannual and similar to a verbascum that appeared the year before
Compare with Senecio jacobaea. Are there no flowers or seed pods to see?
