When I see flowers like that I first think of a salvia then a skullcap. Your pictures do not show much detail too unclear.
Look at the Scutellaria genus esp in Arizona. Maybe Scutellaria potosina? Scutellaria resinosa? There are a few of them.
Whatever, it is sure a floriferous, messy one.
