SOLVED: help patrick henry elementary identify plants please?

Colorado Springs, CO

Calling all gardeners! Help! :) We started a really nice flower garden at the elementary school a little under two years ago. This year due to the tons of rain, the garden took off and is over run and all of our markers were washed off making it hard to identify the plants. School is starting soon and I would like to have as many plants indentified as possible and tagged and then have the pictures ready with proper identification for the classrooms. I have 46 different pictures of ones we are not sure of. Can you all help out? I dont know how to post multiple pictures so I am going to have to hog up the board. Here is the first one....
I am thinking this is blue flax?

(baa, plant 8 has a very strong smell as if it could be an herb. It has grey soft foliage and yes those are flowers but I am unsure as to what is coming from them as the buds are new.)
