Sunscreen question

I put sunscreen on my face every morning (SPF 55 or 70), then put on my makeup as usual. By afternoon I may be out in the sun for some reason, without having the facilities available to clean off the makeup and old sunscreen before applying new.

My questions are --
1) Can sunscreen be effective on TOP of makeup?
2) Will this clog or otherwise negatively affect the skin?

1 thing I do know is that sunscreen will not last the whole day so you need to reapply. Do you know beforehand if you're going to be out in the sun that day? Can you forgo the makeup?

It is my understanding sunscreen should go on as an outer layer so that means after your moisturizer and/or body lotion.

I also run a load of my lighter color clothes with SunGuard at the beginning of the summer.
