This wasp is very common here in SW France. It builds its small hanging conical nest in any shaded and otherwise suitable (to it) spot - on the underside of outside tables, under the lip of water butts etc. It uses its sting readily and staunchly defends its nest.
They are easy to identify when on the wing as their long legs dangle conspicuously beneath their body.
