I grow many varieties of garlic including the Elephant Garlic. Elephant garlic produces numerous bulbils around the bulbs. The picture shows the bulbils of elephant garlic. These bulbils develop into a single round solid clove in the first year, and if re-sown develops regular 4-6 cloves. Elephant garlic is not Allium sativum.
