The requirement of plants for a specific period of dormancy below a particular temperature in order for them to initiate flowering.

For most temperate plants, chilling requirements are fulfilled by temperatures of between 0 and 5C, when plants are not completely dormant. Plants are fully dormant when below 0, and temperatures below freezing do not help fulfil chilling requirements.

Definition as written by JaxFlaGardener:

A standard definition of chilling requirement (or chilling hours) is the number of hours that the temperature is within the range less than or equal to 45 degrees F and greater than or equal to 32 degrees F.

Other definitions simply consider the number of hours less than or equal to 45 F.
