The goal of keeping all the soil surrounding plants or seeds exposed to the same amount of water (which can require rotating plants in flats or rotating plants themselves, as those on the outside, or nearer a heat or light source may dry out faster than those in the middle.)

Or it can refer to keeping the level of moisture in a pot roughly the same from top (surface) to bottom.
